Local option transportation taxes -- TPPF testimony and research

Yesterday, the House Transportation Committee took public testimony on HB 9, the House's local-option transportation tax bill. (The Senate version, SB 855, passed last week.) The Foundation presented the following two documents at the hearing:

* Written testimony submitted by TPPF's Justin Keener (VP of Policy and Communications) and Talmadge Heflin (Director, Center for Fiscal Policy).

* TPPF's new report, "The Existing Local Option for Transportation: An Analysis of Existing Local Transportation Funding Tools."

TPPF COMMENTARY: Where charity is right and wrong

I worked in Washington, D. C., with Congress virtually every day for nine years. I know how the place works, and I have come to the findings that most government activity can be boiled down to two words: coerced charity.

How can any human being be against charity for others in genuine need? Do we tell people without health insurance to go ahead and suffer or die? But charity coerced through increased taxes comes at the expense of:

* Individual liberty.

* Progress—which is humane. It’s not “people not profits.” It’s “people because of profits.” As Fabian Socialist George Bernard Shaw argued in Major Barbara, “Poverty is the world’s greatest evil,” and it is money that comes to the rescue.

* Leveling up. Those seeking the social justice of a level playing field generally level down.

* “Creative destruction,” as economist Joseph Schumpeter observed. Capitalism brings competition, which creates while it destroys. Capitalism and competition created the automobile industry while destroying the horse-and-buggy industry. Today, capitalism and competition appear to be creating the automobile industry in the South while destroying it in the North.

John Stuart Mill observed in On Liberty, “The initiation of all wise or noble things comes and must come from individuals; generally at first from some one individual.” There’s an apt story where an assistant rushes into the laboratory of Charles Kettering, exclaiming, “Mr. Kettering, Charles Lindbergh just crossed the ocean—all by himself,” to which Kettering responded, “Tell me when he does it by committee.” The automobile industry was founded by one man.

We must remember when it comes to coerced charity that government does not make one dime money: it can only collect and redistribute it. Therefore, in giving “social justice” to some, government must necessarily take a commensurate amount from others.

The present administration in Washington, for example, seeks to implement “social justice” by means of universal healthcare. Who can be against the intent? But it comes with a steep price and the following flaws:

* It will be staggeringly expensive, paid for by others through coerced charity.

* It will prove to be, as always, far more expensive than anticipated or budgeted.

* Abuse will be rife. A recent news article reported that nine patients had a total of 2,678 emergency room visits during a period of six years. Look for this kind of hypochondria to run rampant with free universal health care and no co-pay.

* The “comparative effectiveness” of health care that the current stimulus bill now mandates will necessarily lead to rationing and limitations of medical service. Patients will be told that they must take this generic drug, not that brand one; that they can get this screening, but not that one. Today, for example, Medicare covers periodic colonoscopies, but not effective virtual colonoscopies, so patients put off the exam at their peril.

And doctors will be limited to Medicare reimbursement rates, so they will make up for lost private- sector revenue by dint of increasing patient volume, which means that patients will have to wait longer for shorter appointments. Boding ill is a 2008 survey by the Texas Medical Association that found that only 38 percent of primary-care doctors in Texas took new Medicare patients.

* It will be painfully inefficient. My wife died March 7, 2006. More than three years passed before the Centers for Medicare and Medicaid Services reported to her Medicare insurance provider that she had died. You want these folks in sole control of managing your mandated health care?

“Coerced charity” is good and bad. Today, we are much further along on the spectrum toward coercion than toward individual liberty, progress, or choice. I am not omniscient enough to know precisely where the line between the two should be drawn, but neither is the government. But it is fair to say that government has gone much too far in one direction.

President Obama’s Dismal Foreign Policy Record: Bowing and Scraping His Way Around the World

For a President (and administration) who has been meticulous in his stage craft and who seems singularly aware of the importance of image over substance (remember his famous “Just words” speech) in swaying public opinion, this President and his defenders in the press and from within the administration appear to have a very tin ear when it comes to the effect his tacit approval of (by sitting quietly by while his country is openly and viciously attacked) the anti-American rhetoric being spewed by dictators such as Daniel Ortega and Hugo Chavez.


President Obama seems oblivious to the repercussions his humble and gracious-some would say naïve-acceptance of the book “Open Veins of Latin America: Five Centuries of the Pillage of a Continent,” by Uruguayan journalist Eduardo Galeano, (a Leftist screed attacking America and all Western nations) would have and to the propaganda value such a reaction would have to the benefit of those brutal regimes.

Obama’s reaction:


"I think it was, it was a nice gesture to give me a book. I'm a reader."
Can he possibly be that naïve? Does he truly believe that “President” Chavez gave him the book as a gesture of friendship? [Hint: Yes!]

His response to the criticism from those outside of his administration who apparently better understand the propaganda value of his cordiality to a thug like Chavez was to claim:
"It's unlikely that as a consequence of me shaking hands or having a polite
conversation with Mr. Chavez that we are endangering the strategic interest of
the United States."
It is clear from those words that our Apologizer in Chief has little comprehension of the impact his words and behavior have on the world. Galeano’s book which was languishing at #54,295 was catapulted to #283 for the Spanish version while the English version went from #783 to #2.

Thanks to President Obama’s acquiescence to the bombast of these horrible men and the prestige given them by his obsequious behavior, America has more enemies in Latin America than before his trip and these bad men, enemies of America, having been given the Obama blessing are now empowered to usurp even greater power and cause Americans even more grief.

Obama’s conciliatory tone lifted the hearts of every dictator of every oppressive regime throughout the world, effectively saying “Yes, we Americans have been the bad guys throughout history, but now that I am here I hope you will like us.”

In one fell swoop Obama has legitimized these dictators in the eyes of the world.

To date, President Obama has implicitly apologized for America’s (non-existent) anti-Muslim attitude in the interview (his first) with El Arabiya, gone to Europe and claimed that America has been arrogant and dismissive of our allies, bowed obsequiously to the King of Saudi Arabia, made no effort to exact a price from North Korea for their provocative launch of an inter-continental ballistic missile in breach of United Nations restrictions, shown no reaction to Iran’s announcement that they have now successfully built over 7000 gas centrifuges for the enrichment of uranium, and made conciliatory moves towards Cuba with no quid pro quo from Castro’s government.

This latest bit of sucking up only adds to the dismal record Obama has built in his short tenure as America’s head of state.

Of course he really showed those teenage pirates a thing or two…I’m sure the world trembles at his approach…more likely any quivering you see from our enemies (or friends) is the result of paroxysms of laughter as they look upon the once dominant world power bowing and scraping before potentates and petty dictators; seeking approval of men who detest America and ridicule him.


Improve our image on the world stage? If improvement means becoming the laughing stock of the world’s most dangerous regimes, yes he has certainly achieved his goal.

ABC's Anti-Gun Campaign: Lies, Nothing but Lies

As usual Liberals will stick at nothing in pursuit of their campaign against the rights and liberties of the American people. The sheer volume of lies and demagoguery coming from those on the Left and in the mainstream media and aimed at our Constitution and our citizens is frightening.

Gun control advocates look desperate. Last Friday night, on April 10, ABC aired a heavily promoted, hour long “20/20″ special called “If I Only Had a Gun.” It is ABC’s equivalent of NBC’s infamous exploding gas tanks in General Motors pickups where NBC rigged the truck to explode. With legislation in Texas and Missouri advancing to eliminate gun-free zones at universities, perhaps this response isn’t surprising.

The show started and ended by claiming that allowing potential victims to carry guns would not help keep them safe –- not even with hundreds of hours of practice firing guns.

No mention was made of the actual multiple victim public shootings stopped by people with concealed handguns nor did they describe who actually carried out such shootings. Instead, ABC presented a rigged experiment where one student in a classroom had a gun. But sometimes even the best editors can’t hide everything the camera sees.

The experiment was set up to make the student fail. It did not resemble a real-world shooting. The same scenario is shown three times, but in each case the student with the gun is seated in the same seat –- the center seat in the front row. The attacker is not only a top-notch shooter –- a firearms expert who teaches firearms tactics and strategy to police -– but also obviously knows precisely where the student with the gun is sitting."

These people hate out Constitution, our nation as set up by our founders, and anyone who supports its founding principles.

When the press ceases to be arbiters of the truth and becomes advocates of administration's policies, the nation and the freedom and liberty we all enjoy as citizens is directly threatened.

The sad fact is, if you rely on the mainstream media for a factual, unbiased presentation of the facts, you are being indoctrinated by people with an anti-American, anti-freedom agenda.

Even more frightening than these elitists and their never-ending campaign against our Constitution is the fact that they feel free to carry out this deception without fear of consequences. The only way these liars will ever stop is if they are marginalized by the citizens. Stop watching these propaganda shows.

It is frightening to see the level of contempt for Americans and the truth those on the Left are displaying now that they have control of both Congress and the White House.

These "reporters" should be ashamed to show their faces in public. Unfortunately their arrogance is such that rather than feeling shame, they simply exhibit contempt for anyone who dares disagree with them.

Freedom requires continued vigilance; against those leaders of foreign nations, yes, but also against those more insidious enemies of freedom within our midst.

ABC a reliable source of lies and disinformation.

Our Leftist Government: The Statists War Against Conservatives

So Janet Napolitano is afraid of me. Well, she should be. I believe in those ideals which moved our Founding Fathers to build this great nation...apparently Ms. Napolitano and her President don't.

What is it that I believe that makes Secretary Janet Napolitano nervous? Well, I believe in individual liberty. I believe in individual responsibility. I believe in the right to keep and bear arms, I believe in freedom of speech for all Americans-Left and Right, I believe in the right to worship when, where, and how I choose, I believe in the sanctity of life, I believe the Constitution should be interpreted as written-not as I or anyone else wishes it was written, I believe in the power of the free market, and I believe in small government.

I agree with Thomas Jefferson when he said, "That government governs best which governs least."

I believe that the rights protected in the Bill of Rights are inherent, inviolable rights which were endowed to us by "our Creator" not a paternalistic government and that the Bill of Rights proscribes the government from infringing on those rights.

Because I hold those beliefs, because I choose to speak out in defense of those rights, because I oppose the efforts of those on the Left...and Right who would place limits on those rights, Janet Napolitano and the Department of Homeland Security (DHS) believe that I pose a potential threat to our national security.

Don't believe me? You can read what she believes in the DHS report, entitled "Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment." It describes potential terrorists as:

"Rightwing extremism in the United States can be broadly divided into those groups, movements, and adherents that are primarily hate-oriented (based on hatred of particular religious, racial or ethnic groups), and those that are mainly antigovernment, rejecting federal authority in favor of state or local authority, or rejecting government authority entirely. It may include groups and individuals that are dedicated to a single issue, such as opposition to abortion or immigration."
If you believe in the right to life, you might be a Rightwing Extremist. If you believe in the Right of every law abiding citizen to keep and bear arms, you might be a Rightwing Extremist, if you oppose the federal government taking control of the private sector economy, you might be a Rightwing Extremist.

The sad and frightening fact is, if you oppose the "progressive" agenda of the extreme Left and the statists who run the Democrat Party, you might be a Rightwing Extremist...in the eyes of the Obama Administration and President Obama's Secretary of the Department of Homeland Security.

These people want complete control of your life and they don't care what laws the bend or break to accomplish that aim. Even more frightening, we Conservatives cannot rely on the (former) "Fourth Estate of Government," the press, to say anything about it. In fact those same (former) monitors of governmental corruption and misbehavior have become advocates for that effort.

When this DHS report first came to light, I first became aware of it last Saturday on
FreeRepublic, I commented on that forum that I find this briefing more terrifying than pretty much anything I have read from the Obama administration.This report is the sort of thing that one might expect to be published in the former Soviet Union or Nazi Germany.

The report provides no specificity, no facts. It is pure innuendo and supposition written with a political agenda. It is intended to suppress opposition to this government's agenda.

Even worse, it is a clear attack on our returning Iraq and Afghan War veterans...shades of the Leftwing's despicable attacks against our returning Vietnam War veterans.

Once again, Democrats have revealed their true opinion of the men and women who serve in our military. Democrats hate and fear our military men and women. They have continually sought to disenfranchise them and have repeatedly denigrated both their motivation in serving and their intellect for choosing to serve their nation.

If you believe in America, Freedom, Liberty, and in the Constitution of the United States you have now been labeled as a dangerous Rightwing Extremist.

Be afraid, be very afraid. As Gerald Ford said,
"A government big enough to give you everything you want is a government big enough to take from you everything you have."
The agenda proffered to America by President Obama and Democrats is intended to create just such a government.

Senator Cornyn, Please Do Not Support Specter Against Pat Toomey

Unbelievably, Senator Cornyn (R-TX) Chairman of the Republican National Senatorial Committee has announce his intention to support RINO Senator Arlen Specter in his bid for reelection as Senator of Pennsylvania against his more conservative challenger, former president of the Club for Growth, Pat Toomey.

Given Senators execrable record of voting against the agenda of his fellow Republican Senators and the good of all Americans, particularly in supporting the Empty Suit in Chief's $700 Billion budget this year-one of only three Republicans in the entire Congress to do so-I find myself forced to voice my stringent opposition to this foolish move.

Tonight I have sent the following e-mail to Senator Cornyn's Communications Director protesting this decision.

RE: Senator Cornyn’s decision to support Arlen Specter against Pat Toomey


Dear Kevin,

I have been a long time supporter of Senator Cornyn both personally and in my blog (
Houston Conservative), but I see little reason to support him any longer following his ill-considered and inexplicable decision to support Arlen Specter in the Republican Primary in Pennsylvania.

Arlen Specter is the epitome of the RINO mentality. He has stood against his party on the most momentous issues of our time and he has done so with no small amount of arrogance and disdain for the Conservative base of the Republican Party.

Senator Cornyn states:

“I believe that Senator Specter is our best bet to keep this Senate seat in the GOP column. A vote for Arlen Specter is a vote for denying Harry Reid and the Democrats a filibuster-proof Senate."

Is he serious? Of what possible value is a “Republican seat” if that Republican votes more often with the Democrat Party than with the Republican Party? In the single most important vote held this year in Congress, Senator Specter was one of only three Republicans to vote with the President and the Democrat majority…given that vote, I fail to see any sign that Republicans have any sort of filibuster capability.

We have already seen the benefit of supporting Arlen Specter against a more Conservative candidate. Six years ago President Bush put his support behind Senator Specter only to have the ungrateful RINO slap him in the face repeatedly. At what point will the Republican leadership finally comprehend the lessons of “doing the same thing over and over again and expecting a different result?” That is one definition of insanity.

I would hope that you would take a long hard look at what occurred across America yesterday. The Conservative base is angry and energized. Republicans, Democrats and Independents gathered yesterday to express their dissatisfaction with the manner in which Congress and this new President have been running this nation. Senator Cornyn and the rest of the Republican Party leadership would do well to recognize this. Conservatives consider Senator Cornyn’s support of Senator Specter a direct slap in the face and we do not respond well to this kind of affront.

Senator Cornyn says his responsibility as head of the NRSC is to guide the Republican Party back to its former majority status. He would do well to understand that this will only happen if he remains true to the traditional Conservative values that put Republicans in control in the first place. As the true Messiah said, “For what is a man profited, if he shall gain the whole world, and lose his own soul?”

Traditional Conservative values are the heart and soul of the Republican Party and following on the heels, as this decision does, of the abysmal candidacy of John McCain (another RINO) for the presidency, you are rapidly losing those who comprise that heart and soul.

If the leadership of the Republican Party persists in this madness, they will relegate themselves to permanent minority status. I suggest that you and the Senator take a look at the reaction from we Conservative voters and bloggers to this announcement. I believe you will find that you have angered-possibly irreparably the base of the Republican Party.

Global warming: How many Americans really care?

Statements from the White House, cabinet secretaries, congressional leadership, and mainstream media declare that man-made global warming is a planetary emergency Right Now! These most senior policymakers claim aggressive carbon mandates are necessary regardless of cost. With straight faces, United Nations officials, European Union technocrats, and President Obama’s climate czar, Carol Browner, chat about appropriate global governance structures to combat a near-term global catastrophe. The President’s Science Advisor, Dr. John Holdren, recently said earth’s climate system is reaching an irreversible tipping point unless drastic measures are taken.

What part of the U.S. population believes these dire pronouncements? Apparently, not that many Americans buy this apocalyptic scenario or support “economy transforming” controls on energy.

A March 2009 Gallup survey found the highest level of skepticism about man-made global warming in more than a decade. Of those polled, 41% thought the threat of global warming was exaggerated, compared to 28% who found the threat to be underestimated.

In two other national polls, voters ranked global warming the least important issue confronting the country. In a January 2009 Pew Research Center poll, global warming was ranked 20th of 20 issues. The economy, jobs, and terrorism were the top three issues for more than 80% surveyed. In the American Climate Values survey conducted by Eco-America in January 2008, only a small minority (18%) believes climate change is harmful and caused by mankind.

A May 2008 Wilson Research poll found a huge 91% of voters don’t want to pay for even the lowest cost estimates of carbon caps. And 71% responded that they are unwilling to pay more for electricity or gasoline to fight global warming.

So if you have not concluded that the planet is at the edge of a climatological precipice caused by human activity, you are not among a minority of deluded “climate deniers.” Even the sustained and elaborate global warming campaigns have not cracked the basic common sense of the majority of Americans who vote! Please awaken, sleeping giant.

TPPF COMMENTARY: The Right Prescription for Crime

Mental illness is a key factor in driving up correctional costs in Texas.

There are 42,556 offenders with a mental health diagnosis in prison, 55,276 on probation, and 21,345 on parole. Additionally, some 170,000 mentally ill inmates are admitted into Texas county jails every year.

Mentally ill inmates cost more to house and they stay longer. They are also more likely to recidivate.

Fortunately, there are policies that can reduce both the recidivism and cost associated with the mentally ill in the criminal justice system.

First, counties can divert mentally ill offenders from jail through programs that protect public safety while saving taxpayer dollars.

Bexar County has established a successful three-pronged jail diversion program that can serve as a model for other Texas counties.

First, it employs specially trained law enforcement personnel called Crisis Intervention Teams (CIT). These teams are often able to defuse incidents involving the mentally ill without an arrest. Participants in CIT programs spent on average two more months out of jail than non-diverted individuals, resulting in significant jail cost savings. While the largest Texas metropolitan police departments have CIT personnel, smaller police departments can create a CIT program through cooperatives with other nearby departments.

With Bexar County’s second prong, arrested offenders are screened for mental illness and, if not a threat to public safety, released on a mental health bond or to a treatment center. Screenings are conducted at the Crisis Care Center, a 24-hour facility that provides significantly quicker service at a lower cost than the emergency room. Once stabilized, offenders are released on a mental health bond. Because the wait for a trial date can be as long as six months, outpatient monitoring significantly reduces the utilization of county jail space.

Finally, Bexar County diverts such misdemeanants from jail through an initiative called MANOS, which includes intensive case management that consists of outpatient medication management and counseling.

Of the 371 offenders admitted to the MANOS Program, only 6.2 percent were re-incarcerated. This compares to a re-incarceration rate of 67 percent for mentally ill offenders without the intensive case management services offered by the jail diversion program.

Savings from Bexar County’s jail diversion program are estimated at between $3.8 million and $5.0 million per year.

The state can also take steps to address the impact of mental illness on the criminal justice system. About 2,500 probationers and 800 parolees participate in a state-funded initiative involving intensive case management and a smaller caseload with a specially trained officer.

The three-year re-incarceration rate is 15.1 percent for participating probationers is and 16.0 percent for parolees. In contrast, there is a 52 percent re-incarceration rate for mentally ill probationers and parolees who do not receive treatment. Increasing the number of probationers and parolees in this program could more than pay for itself through lower recidivism.

Another way to address mental illness in the criminal justice system is through mental health courts. Several Texas counties -- including Bexar, El Paso, Tarrant, and Dallas -- have established mental health courts in which a judge orders the defendant to obtain treatment and supervises his progress. A RAND Institute study found significant cost savings from mental health courts due to lower jail utilization.

Finally, defendants who are mentally incompetent to stand trial can be diverted from a state hospital. In 2008, the state launched outpatient competency restoration pilot programs. Taking Travis, Tarrant, Bexar, and Dallas Counties together, some 427 offenders are projected to be served in 2009. The total cost of these four programs is $2.16 million compared with the state hospital cost of $14.95 million based on an average cost of $35,000 per offender. Accordingly, it makes sense to expand these pilot programs to additional sites.

Mentally ill offenders will always pose a substantial challenge in the criminal justice system. But through initiatives like these, we can achieve our goals of enhanced public safety and reduced costs to taxpayers.

Groveling Before the King of Saudi Arabia: Our Liar in Chief

So the White House line is that President Obama wasn't bowing to King Abdullah of Saudi Arabia, it's only that the King is much shorter than Obama and he was using both hands to greet the king...ahem...okay...

Yeah, and Robert Gibbs always tells the truth.
Looks like a bow to me...unless the king is a dwarf hiding behind our Liar in Chief. Here is the entire sequence from one of the videos posted on YouTube:

President Obama is now reaching (with his right hand only) to shake hands with King Abdullah.


...and now we bow (note Obama's left hand is clearly visible and he is not grasping the hand of King Abdullah with both hands as the White House claimed). This is clearly a bow.



And only now does Obama move to grasp the king's hand with his left hand as well.


I'm surprised they didn't claim that Obama had lost a contact and was looking for it. Even that would be more believable than what they are claiming in the White House.
Once more, we see that this is a team of neophytes who are completely out of their depths. This has got to be the dumbest administration in history.
...and Democrats were critical of President Bush? What a joke! President Bush was twice the man that Obama is; in character, honesty, humility, intelligence, understanding of the Presidency, by any measure Bush was/is the superior man and he would never have bowed and scraped like this fool.

Foundation study: Federal stimulus will cost Texas additional jobs

Research shows temporary federal funds for unemployment insurance lead to permanent higher taxes on employers and lower economic output

AUSTIN – The recently passed federal stimulus package increases overall government spending to a level that will hinder Texas’ private sector growth and cost the state at least 131,400 jobs, according to research findings released today by the Texas Public Policy Foundation.

“These findings show clearly that growth in government crowds out growth in the private sector,” said Talmadge Heflin, Director of the Foundation’s Center for Fiscal Policy and former chairman of the Texas House Appropriations Committee. “Texas taxpayers and workers will pay a high price if our legislators use this supposedly free, one-time federal money to expand state government programs.”

The Foundation released the report, “The Economic Impact of Federal Spending on State Economic Performance – A Texas Perspective,” at a press conference in the Texas State Capitol. The Foundation commissioned Arduin, Laffer & Moore Econometrics – the research firm of internationally renowned economist Dr. Arthur Laffer – to produce the report.

The research looks at historical patterns of economic growth and spending by federal, state, and local governments; implications for Texas unemployment payments and taxes; and estimated effects that the recently passed federal stimulus package will have on Texas private sector economic activity and employment.

The report highlighted that the federal government’s short-term assistance with unemployment benefits has historically increased federal control over program eligibility and benefits. Because of that, the taxes paid by Texas businesses to support the unemployment program increase substantially once the federal money runs out.

“The Texas data shows significant increases in tax collections in the years that followed the infusions of short-term federal funds,” said Foundation Senior Fellow Donna Arduin. “Such surges are consistent with the need to build an adequate revenue reserve to pay for the higher costs that were mandated by the federal government in return for the extra revenues during the recessions.”

Heflin pointed to the report data showing a clear negative correlation between increased government spending and reduced private sector output. The report concluded that the federal stimulus package would reduce net business output by 2.5%, which would translate into between 131,400 and 171,900 additional job losses in Texas.

“The federal stimulus package was bad policy and the wrong direction for America,” Heflin said. “These findings show how important it is that the Texas Legislature reject the unemployment stimulus funds, as well as all others that would lead to permanent increases in state government spending.”

“The best way to reduce unemployment is to create jobs, and the best way to create jobs is to allow businesses to keep a greater share of their revenues so they can invest and expand,” Heflin said. “Expanding unemployment eligibility would take Texas in the wrong direction, reducing the ability of businesses to invest and expand and keeping more Texans out of work and for longer periods of time.”

Joining the Foundation for the release were numerous state legislators, as well as leaders representing the Texas Association of Business, the National Federation of Independent Business – Texas chapter, the Texas Conservative Coalition, and the Texas Conservative Coalition Research Institute.

Donna Arduin is a Senior Fellow at the Texas Public Policy Foundation, and a partner with Arduin, Laffer & Moore Econometrics, which provides economic, fiscal, and policy advice to governors, legislatures, think tanks, and corporate clients throughout the country. An Apology to Our Ungrateful Fair-weather Friends in Europe

There has been somewhat of an uproar over President Obama's apology to our dear friends in Europe for, in his words our "attempts to dominate" the world.

In the spirit of bi-partisanship, I too wish to apologize to Europe for all of America's actions. Here is my sincere letter of apology.



Dear Europe,

I apologize. Over the past ninety years or so, Americans have repeatedly attempted to interfere with what should have been solely European internal events.

I apologize for the two times in thirty years (between 1917 and 1945) that Americans sacrificed their lives and treasure to save your bacon from the loving ministries of German adventurism.

I apologize for the many sailors in our Merchant Marine Service who sacrificed their lives shipping arms, food and necessities to Britain. I apologize for the fact that so many were murdered by German U-Boats while attempting to provide Britons those items necessary for life.

I apologize for the millions of American "doughboys" who marched into France and fought in the trenches against the Kaiser's Army. I apologize for the 117,000 Americans who died fighting for your freedom.

I apologize for the millions of "GI's" we sent to Europe in 1941. I'm sorry that we sent tens of thousands of tanks, trucks, and jeeps we sent to provide transportation to enable British troops to engage the Nazi war machine.

I apologize for all the Americans who voluntarily donated their personal firearms to be sent to the British Home Guard so that they could defend their shores, only to be unceremoniously dumped into the ocean at the end of the war (rather than the British government making any attempt to see that they were returned to those generous Americans).

I apologize for the endless convoys sent from our shores filled with food and clothes and medical supplies and guns and tanks and trucks and planes and machinery parts and petroleum and pretty much everything else needed to keep Britain free and to free France, Belgium, Denmark, Norway, Holland, Italy and Germany from the yoke of Nazi "enlightenment."

I apologize for the Billions of dollars Americans sent to Europe under the Marshall Plan (most of which you generously never repaid) to rebuild your war torn nations.

I apologize for the presence of our troops in your continent over 40 years and the many Billions of dollars they spent supporting your economies as they protected you from the efforts of the Soviet Union to expand its power into Western Europe.

I apologize for NATO, for disproportionately supporting the United Nations while generally being the target of a constant barrage of hatred and criticism, and for the Berlin Airlift.

I apologize for being the largest market for most of your exports over the past century.

Now that we have a President of which you approve, perhaps we too can have an ineffectual, emasculated military incapable of providing any support should you need it.

Perhaps now America can take its "rightful" place as just another European-style failed socialist state enjoying double digit unemployment, massive debt, rationed healthcare, and low productivity.

Next time, don't call us; deal with your problems yourselves.

President Obama, keep you apologies to yourself. I neither want nor need you to apologize for my nation. You and your fellow travelers who hate America do not speak for me or, I suspect, a majority of Americans.

I am not interested in kowtowing to a bunch of ungrateful, decadent, failed socialist states which are filled with whining, spoiled, lazy citizens who still believe in the myth that diplomacy can solve any problem as they repeatedly fail even to unify behind their own feckless EU government.

How dare you travel overseas apologizing for my nation and for our former President?

America has sacrificed more, given more, and worked harder for the freedom and wellbeing of other nations than any country in history, all the while asking for nothing more than a modicum of respect and gratitude.


Keep your apologies to yourself.

President Obama's Dangerously Naive Foreign Policy

Even as our fearless leader was pontificating to a spellbound audience of Euro-wimps of a world without nuclear weapons, North Korean Dictator Kim Jong-il demonstrated once again how naive and utopian such fantasies are.

Obama was guaranteed rave reviews from his audience. Remember, Europe was the center of the surrender-at-all-costs Unilateralist movement of the early 1980's. Massive protest were held in Britain, Germany and throughout Europe by those foolish enough to believe that if the West was only nice enough and abandoned its nuclear arsenal, the former Soviet Union would reform its ambitions of global conquest and begin playing nicely.

These same "useful idiots" (a Soviet term for the Leftist agitators in the West) howled in anguish as President Ronald Reagan took a tough stance against Soviet aggression, by accurately labeling the former regime "the Evil Empire" and persisted in his expressed desire for the Strategic Defense Initiative. History proved the placators wrong and Mr. Reagan right.

President Barack Hussein Obama is simply another of those "useful idiots" suffering from the (apparently congenital) delusion with which all Liberals appear to be afflicted; the fantasy that if one is only nice enough-docile enough-the enemies of freedom and liberty will "see the error of their ways" and cease their aggressive and provocative behavior and join the "world community."

He made such a comment in his speech this weekend when he confirmed his belief that he just can't believe that the North Korean government wishes to remain isolated from the rest of the world...what, fifty years of history isn't enough for our Empty Suit in Chief?

I'm not certain at which point naïveté descends into the realm of stupidity, but I suggest that in the face of 5 decades of North Korean intransigence, President Obama and his coterie of Liberal advisors and admirers are treading dangerously close to that line if they haven't already crossed it.

Look people, this lesson should have been learned by those harboring these appeaser sentiments long ago. Certainly Britain should have learned the lesson no later than in 1939 with Neville Chamberlain's "Peace for our time" debacle.

The North Korean regime is, with this capability of launching long range missiles, now a "clear and present danger" to every nation on the North Pacific Rim. Sunday former Speaker of the House Newt Gingrich made very clear the threat such a capability, in combination with North Korea's possession of nuclear warheads, poses.

"EMP" or electro-magnetic pulse and the threat it poses to any modern society is not some imaginary concept dreamed up by an ivory-towered university professor, it is proven science and a very real side effect of any nuclear detonation. Such a detonation off of the West Coast of the United States or over Japan or South Korea would have devastating consequences to the national security and the economy of the targeted nation.

All electrical power generation machinery would be permanently knocked out and have to be replaced. All computers and computer dependent equipment-vehicles, hospital equipment, aviation facilities-virtually all electrical equipment-would cease to operate instantly. Planes would fall from the sky and the society would be instantly transported back into a state of existence comparable to the mid 19th century.

The resulting societal chaos would be devastating. The expense and the time required to repair the damage and for society to recover, if ever, would be unprecedented.

Europeans are fools if they believe they are safe from such an eventuality. Iran could just as easily accomplish the same thing in Europe (with a commensurate return to the Dark Ages) or the Middle East (ending all petroleum exports for a decade or more).

Standing by passively hoping that diplomacy will somehow bring these rogue nations around to "reason" and engender a desire by these regimes to "rejoin the community of nations" is so naive and dangerous that its mere contemplation should be grounds for removal from authority.

The flaw in this vision of world peace, or of a community of nations all working in harmony is that it misreads human nature. Man is not some noble creature simply awaiting the opportunity to prove his worth, he is a base and ignoble beast who requires laws (and consequences for disobeying) them to enable him to live in harmonious communities. The leaders of these "rogue nations" will not turn aside from their territorial and political aspirations simply because someone like President Barack Obama asks them to nicely, they require an incentive.

As has been proven throughout history, aggressive powers only respond to strength. In the face of concerted diplomatic efforts, we have seen North Korea progress from a murderous dictatorship which posed a threat only to its own populations and its immediate neighbors with its large but entirely conventional military might to a fully capable nuclear power in possession of several nuclear warheads.

In the Middle East, Iran has progressed...in spite of intense diplomatic and economic pressure from Western democracies...from a rogue nation with aspirations of becoming a nuclear power to a nation standing on the brink of achieving that dream.

All the while, both of these nations have been cajoled, bribed, and browbeat by well intentioned but hopelessly outclassed diplomats seeking to "bring them into the community of nations." They don't want to be a part of the community of nations; they wish to dominate the community of nations, or at least those within their spheres of influence.

The correct response...the only response to these regimes is a military response similar to that which Mr. Gingrich suggested Sunday morning. When a rogue nation threatens to launch a missile, take it out. Every time they make an aggressive move, it must be met with superior and insurmountable force. History has proven this time and again. Bullies respond to kindness with contempt and the respond to force with respect and surrender.

How many times must the world endure this same scenario before people learn this lesson? President Obama's solution to hostile regimes will only guarantee that they continue to pursue objectives which are counter to America's best interests and eventually lead to a larger more costly response in the end.

The longer these enemies of freedom are allowed to blossum with only token diplomatic opposition, the more costly will be the result.

This is not "rocket science;" it is the clear lesson of history.

There’s a Reason People Want to "Rush" Here

Dear Mr. Limbaugh:

I noted your evident frustration this week with the high tax policies of New York that subject you to a punitive income tax rate anytime you step foot in the state to perform your show. I was delighted that you expressed an interest in making Texas the home of your alternate studio whenever hurricanes chase you out of Florida.

If you come to Texas to do business, you wouldn’t be alone. Texas has ranked in the top five states for the last five years when it comes to attracting new and expanded facilities, according to Site Selection magazine.

In fact, our success has come at the expense of your soon-to-be-former workplace. Last year, Texas surpassed New York as home to the most Fortune 500 companies. Texas now boasts 58 Fortune 500 headquarters, ahead of New York's 55 and California's 52.

Why is Texas forging ahead of the competition? Well, you hit the nail on the head when you mentioned that Texas doesn't have a state income tax. The people of Texas still have the same spirit of independence that attracted folks from all over the U.S. to fight at the Alamo so long ago. We don't believe that the government is the solution to all the world's problems and we'd just as soon leave people’s money in their own pockets where it will be the most productive.

A recent Texas Public Policy Foundation study showed how this attitude has made Texas a better place than California to do business. California's overall tax burden is $118.33 per $1,000 of personal income. Texas' is $99.49. California government spends $9,448.26 per capita. Texas spends $6,652.11.

And the kicker: California's personal income tax progressivity is $33.58. Texas'? Try zero.

I suspect the results would be similar in a head-to-head competition with New York. And the way things are going in Florida these days, it may not be long before you start thinking about moving your studio to Texas on a permanent basis.

It is true that Florida doesn’t have an income tax. But that may not last long. Florida's ill-considered decision to get into the homeowners' insurance business has the state facing bankruptcy if a major hurricane makes landfall there this summer. With a potential liability of $32 billion, Florida will have to turn to either its citizens or the federal government to make up the shortfall. I am fairly certain, Mr. Limbaugh, you will be on the short list of those solicited to contribute.

Businesses are noticing this too. Florida bounces in and out of Site Selection's top 10 ranking and is only 11th on the Fortune 500 list.

So if you come to Texas, where should you live? While Texas is a great place, we do have our flaws like everywhere else. So let me provide you with some local knowledge that may help in your decision about where to relocate.

I'd avoid downtown El Paso at all costs. That city is prepared to use eminent domain to reshape parts of the area into a livable, workable urban utopia. Never mind the forced dislocation of the thousands of people who already live and work there.

The Metroplex is a great area, but may be getting much more expensive pretty soon. Local business and government "leaders" are proposing hundreds of millions of dollars in new taxes to fund rail and other transportation projects. This is the same group, of course, that agreed to limit transportation options in the area through restrictions on air travel through Love Field.

Houston might be a good choice for you. Though its moniker of "free market city" may be something of an anachronism, it still doesn't have zoning, so you could build your new home and studio together in the location of your choice.

Wherever you wind up, Rush, we'd welcome your entrepreneurial spirit to Texas. Let’s hope that you join with another famous Texas transplant and freedom fighter, Davy Crockett, in saying, "You can all go to hell; I am going to Texas."

Texas PolicyCast: Abolishing the school property tax

Because of the substantial burden imposed by property taxes, the lack of a rational link between school property taxes and educational services, and the constitutional complexities surrounding the school property tax, many believe it is time to eliminate property taxes altogether. One of them is State Rep. Phil King of Weatherford, who has filed House Joint Resolution 97, which would abolish the maintenance and operations school property tax by 2014 and force the legislature to find a fairer method to pay for public schools. He discusses his proposal with us this week.

An IPOD for the Queen?!?!?

My humble apologies to our closest and most enduring allies in Britain, we have an idiot in the White House.

I can only imagine what the mainstream media would have said had President Bush been so absolutely clueless as to give the Queen of England something as mundane and unimaginative as an IPOD. Apparently the current occupants of our White House have the class of the proletariat as well as the mentality.

Following as it does on the heels of our Idiot in Chief’s gift of a box of Region ! DVD to the Prime Minister of England, a nation which is restricted to Region 2, this has to be the ultimate in thoughtlessness and rudeness. I am embarrassed that such an uncouth lout is roaming the world “representing” America.

Here’s the British take on this latest Obama-gaff:

Barack Obama's gift for the Queen: an iPod, your Majesty

Barack Obama met the Queen at Buckingham Palace today and gave her a gift of an iPod loaded with video footage and photographs of her 2007 United States visit to Richmond, Jamestown and Williamsburg in Virginia. In return, the Queen gave the President a silver framed signed photograph of herself and the Duke of Edinburgh - apparently a standard present for visiting dignitaries.

It is believed the Queen already has an iPod, a 6GB silver Mini version she is said to have bought in 2005 at the suggestion of Prince Andrew.

UPDATE: Pool reporter Richard Wolf of USA Today says that an Obama aide told him the President also gave the Queen a "rare songbook signed by Richard Rodgers". END UPDATE

Earlier, Mr Obama had spoken of his admiration for Her Majesty but indicated that his wife was handling the details of their royal meeting. "There's one last thing that I should mention that I love about Great Britain, and that is the Queen," he said at the end of his joint press conference with Gordon Brown.
What? Did they think that they don’t sell IPODS in the rest of the world? Is this bunch of yahoos so parochial that they imagine Britons don’t enjoy the same luxuries as Americans? I guess these representatives of the hip-hop culture think that an IPOD is the greatest thing imaginable…I’m surprised President Nobama didn’t give the Queen a Blackberry coded for America, or perhaps a box of condoms; that seems to be about the level of sophistication of the Obama White House.

What a classless uncouth feeble-minded bunch of yahoos they are. “Protocol? What’s protocol?”

Say what you will about President Bush’s public speaking ability and his malapropisms, at least he knew how to receive visiting dignitaries and how to conduct himself when among heads of state. It is unimaginable that any head of state he visited or received in the White House, or indeed under more informal circumstances, would have received such an unimaginative gift from his hands.

One would think that following the minor uproar following President Obama’s ill-treatment of Prime Minister Gordon Brown, some effort-however minimal-would have been made to present the British head of state with a gift she couldn’t have picked up at her local ASDA (the British Wal-Mart).

This level of (non) thought is indicative of the arrogance that seems to run in Liberals. For all their self-proclaimed egalitarianism, they are at heart petty, arrogant, narcissists who care little for those outside their social and political circle.

Unlike most people, who aspire to be greater than they are, these Liberals aspire to be common and fail because they underestimate the common people they are continually seeking to emulate. This is the sort of behavior one would have expected from visiting Soviet dignitaries back in the 50’s; this is Nikita Khrushchev banging his shoe on the desk at the United Nations General Assembly.

For all his Michelle’s claimed urbanity, these two Harvard Lawyers seem to exhibit a dearth of sophistication and social graces.

Democrat Presidents seem to relish this kind of boorish behavior beginning with J.F. Kennedy and his serial philandering, drug abuse, and close relationships with members of the underworld. His legacy was more than upheld by his successor Lyndon Baines Johnson who was famous for his towering temper, use of foul language and generally crude behavior (like his contemptible treatment of his dogs).

The next Democrat President available for comparison is James Earl “Jimmy” Carter who chose to be sworn in under his nickname Jimmy rather than his given James Earl as though he was one of the common people instead of one of the wealthy Democrats of Georgia’s elite. He eschewed the usual trappings of office for his inauguration dismissing the usual pomp as symbols of an “Imperial Presidency.” That is the typical sophistry of the Left that America is inherently evil when it pursues a foreign policy in our own best interests.

After Carter, comes the king of boorishness, William Jefferson “Billy Blue Dress” Clinton and his own serial philandering, sexual assaults, and association with a multitude of convicted felons and disgraced members of his own cabinet-including his own “angelic” harridan wife, Hillary Rodham “FBI Files” Clinton.

I recall the state visit of Japanese Prime Minister Kiichi Miyazawa and his wife. After a photo-op on the steps of the White House, Bill escorted the Prime Minister off the steps and Hillary stalked off on her own leaving the Prime Minister’s wife standing alone on the steps; classless, pure unadulterated Liberal classlessness.

Now we have this iteration of Democrat nihilism with their complete lack of respect for America, the office of the President, and the leaders of our allied nations. I guess if they’re not the French, then they just don’t rate…or possibly for this president, I should say if they’re not Kenyans.

An IPOD for the Queen of England. What a putz!

Oh yeah and they didn’t even think to ask if she already had one…which she does. What an uncouth idiot our President is.

This is so embarassing!
